Americans head to the polls on Tuesday, November 3, to decide the balance of power in Washington. The election puts all 435 seats in the U.S. House of Representatives and 35 Senate seats on the ballot, alongside hundreds of local contests. The outcome will determine which party holds the majority in Congress, directly impacting President Donald Trump's ability to push his legislative agenda over the next two years.

Voter participation has already reached substantial levels ahead of the main event. Nearly 60 million Americans cast ballots before Election Day, either through early in-person voting or by mail. These numbers come from a pool of roughly 250 million eligible voters, according to Pew Research Center data. However, early voting totals do not provide a clear signal on which party is gaining ground. In states that track party registration, the affiliation of early voters does not always match the candidates they ultimately support.

The U.S. Department of Justice is deploying approximately 1,000 election monitors and observers across all 50 states. This marks the first time the department has conducted a monitoring effort reaching every state. The monitors will ensure compliance with federal voting rights laws, including protections against voter intimidation and requirements for access for voters with disabilities.

The final tally may take time to emerge. Close contests and the processing of outstanding mail ballots could leave control of Congress unsettled beyond election night. Voters will face a ballot that includes not just federal races, but also local positions that shape community governance.
