Gov. Ron DeSantis signed a new law earlier this year to address confusion over license plate frames in Florida. The legislation, known as SB 488, took effect on Oct. 1. It follows a similar law from last year that prohibited alterations to license plates. The new bill aims to clarify what drivers can and cannot do with their plates.

The previous law banned mutilating, defacing, or changing the color of a plate. It also prohibited applying reflective material, spray, or coverings that obscure the plate. Drivers could not attach illuminated devices that prevented readers from seeing the plate. The statute also banned owning a license plate obscuring device.

The 2025 law sparked controversy when it banned devices that obscured the plate number or the decal in the top right-hand corner. Many residents believed the rule meant they could not use frames that covered the top or bottom of the plate. This misunderstanding led to arrests in some cases. The state has attempted to clarify these rules in the past.

SB 488 explicitly states that license plate frames are legal. The law allows drivers to use frames as long as the identifying information is not hidden. This change does not alter other parts of last year's license plate law. The new rules provide a specific guideline for what constitutes a violation.

The law defines when a frame becomes an issue. A frame is illegal if it hides the plate number or the decal in the top right corner. Drivers must ensure these elements remain visible. The legislation takes effect in full on Oct. 1. Residents can review the full list of new laws approved this year to see other changes.
